The Guam Department of Education Vision and Mission
The vision of the Guam Department of Education (GDOE) is to prepare all students for life,
promote excellence, and provide support. Central to its mission is the commitment to identify
and address the academic, social, and emotional needs of our diverse student population
through a timely and responsive support system, with an unwavering focus on the success of
every student. In alignment with the U.S. Department of Education’s Office for Civil Rights
(OCR) and the Department of Justice (DOJ), GDOE ensures that Multilingual Learners (MLs)
have equal access to a high-quality education and the opportunity to reach their full academic
potential. The term "Multilingual Learner" replaces "English Language Learner" to more
accurately reflect the linguistic diversity of students who speak multiple languages. This
inclusive term acknowledges the rich, cultural, and linguistic strengths of students, fostering a
broader recognition of their abilities as multilingual individuals.


State Strategic Plan
The Guam Department of Education Five-Year Strategic Plan, I CHalån-ta Mo’na “Our Path Forward” was adopted by the Guam Education Board on April 19, 2022. “I CHalån-ta Mo’na, is a comprehensive strategic plan that will be the guide for a systemic approach to enhancing our programs and services to our students, families, and employees for the next five years.

Strategic Priority #1: Collaborative Leadership
Goal 1: The Guam Department of Education will establish and maintain a culture of collaborative Leadership throughout the organization to foster greater engagement of all stakeholders to support student success.

Strategic Priority #2: Curriculum, Instruction, and Assessments
Goal 2: All Guam Department of Education students will graduate from high school prepared to engage in life-long learning and contribute to the economy with the academic and work-ready skills necessary to thrive in 21st Century society.

Goal 3: All Guam Department of Education students will attain the knowledge, skills and disposition necessary to progress from grade to grade and from one level of schooling to another in order to maximize the opportunities achievable to them to successfully graduate from high school. Goal 4: The Guam Department of Education will establish and maintain a culture of strong family and community engagement to support the success of all students. Strategic Priority #4: Student Behavior, Discipline and Safety

Goal 5: The Guam Department of Education will maintain a safe and positive school culture and learning environment that supports the academic and social-emotional growth of all students.

Strategic Priority #5: Facilities & Maintenance

Goal 6: The Guam Department of Education will provide a safe, clean, well-
maintained and healthy learning environment designed to support academic
excellence and our students’ social and emotional growth.

Strategic Priority #6: Finance and Administrative Services
Goal 7: All Guam Department of Education financial and administrative services will maximize the critical uses of limited resources and meet high standards of accountability.

Multilingual Learner Program Objectives
To meet the State Strategic Plan (SSP), the Multilingual Learner Program will achieve the
following objectives:
1. Support school initiatives centered on a variety of culturally relevant activities, multiple
opportunities for growth, and pathways for student success (SSP Goals 1&2);
2. Identify and assess multilingual learners and provide an adequate program to develop
their academic skills (SSP Goal 3);
3. Provide professional development to support multilingual learners with reaching a level
of proficiency in reading, writing, speaking, and listening necessary to perform at grade
level (SSP Goal 3); and
4. Promote family and community engagement in the development and implementation
of the Multilingual Learner Program (SSP Goal 4).
